Ukrainian President Volodymyr Zelensky States He Lacks Clear Security Pledge from European Partners

Ukrainian President Volodymyr Zelensky says European allies have failed to provide solid assurances that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

His comments come a day after the UK and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.

Allies proposed that the US would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has not yet commented on the announcement made in the city of Paris.

President Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the joint statement as "an essential component of our dedication to stand with Ukraine for the long-term".

He added: "It paves the way for the legal framework under which allied military personnel could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that agreement as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the partners are ready, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on agreeing security protocols.

Last week, Zelensky said a peace deal was "ninety percent complete".

Questions of land and security guarantees have been at the forefront of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Moscow currently controls about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Russia has also made slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
